WASHINGTON-MAY 23: Fannie Mae's mortgage portfolio shrank at 19%Fannie Mae and Freddie Mac launched their new mortgage guidelines that went into effect last December 1st, now requiring a much lower down payment. From the previous 5% to 3% in what lenders hope will be a good kick start from a sluggish housing market that we have seen lately.

Now the brain trust at WalletHub has released its 2014 Mortgage Insurance Report to help low-down-payment home buyers save up to $12,000 on their decision between a Federal Housing Administration loan and private mortgage insurance.

On the other hand FHA premiums, unlike private mortgage insurance, continue to be assessed throughout the life of a loan, even if the loan to value ratio drops below 80%. This creates a huge cost disparities over time, between private mortgage and the FHA option.

New mortgage guidelines are expected to significantly increase the availability of more new purchases.

The Consumer Financial Protection Bureau (CFPB) has recently proposed additional set of measures to expand foreclosure protections for mortgage borrowers.

Currently the CFPB continues engaging in the outreach task along with consumer advocacy groups, industry representatives, and other stakeholders to develop additional provisions to protect consumers and make it easier for companies to comply with the rules. New proposals would give greater protections to mortgage borrowers.

Among these new proposals are a number of provisions to improve borrower/servicer communications and to clarify previous regulations, such as,

    • Protections for mortgage heirs
    • Servicers would be required to notify borrowers when their loss mitigation applications are complete and when their foreclosure protections kick in
    • The proposal offers full disclosure on “clarifications” from previous rules dealing with servicing rights transfers between firms.
    • Would require servicers to provide periodic loss mitigation information and other statements to borrowers in bankruptcy.
    • Servicing firms must also provide written early intervention notices to let those borrowers known about their loss mitigation options even after they’ve been told to stop contact.
    • Clarifying the meaning of “delinquency” for the purpose of its servicing rules. Delinquency begins on the day a borrower fails to make a periodic payment. If that payment is later made up, the bureau proposes that the date of delinquency should be pushed up creating room for servicers to consider a payment as “timely”.

Las bajísimas tasas de interés precipitaron el incremento drástico en las refinanciaciones en la semana que acaba de concluir de Octubre 17.  Según la Asociación de  Bancos Hipotecarios – MBA (Mortgage Bankers Association’s) el nuevo índice de refinanciaciones dió un salto gigantesco  del 23 por ciento comparado con la semana anterior.

El índice de refinanciación  es  la medida semanal que la asociación de  Bancos Hipotecarios y  la Asociación Nacional de la industria de  finanzas de las propiedades inmobiliarias utilizan para las estadísticas del sector  hipotecario.
Este es el aumento más grande del  índice  que va  en este año, sobrepasando de lejos un aumento del 11 por ciento  que fue en Enero,  llevando el índice de refinanciamientos a su nivel más alto desde Noviembre del 2013.  Con un alto crecimiento del empleo y las bajas tasas de interés se espera  que continúe  en aumento la compra de casas y refinanciamientos.

La Asociación de Bancos Hipotecarios revelo así mismo un estimado en las originaciones de Préstamos  para el 2014 a $1.11 trillones de $1.01 trillones,  que en el 2013 fue de $1.85 trillones a  $1.76 trillones, según los datos más recientes reflejados por el Acta de la Ley de Divulgación de Préstamos Hipotecarios – HMDA – Home Mortgage Disclosure.

Federal Housing Finance Agency has been working towards a plan to open what many we see as underwriting standards that are too restrictive.

Mortgage giants Fannie Mae and Freddie Mac, their regulator and lenders are close to an agreement that could greatly expand mortgage credit while helping lenders protect themselves from charges of making bad loans, according to people familiar with the matter.

If the agreement is completed, lenders may be more willing to lend to borrowers with lower credit scores and smaller down payments.

Now that lenders are starting to remove some of the credit overlays, it is time to improve the growth of homeownership in the country

We expect FHFA to report the steps to further move and clarify lender liability and support the return of the 97% LTV product at the GSEs, Fannie Mae and Freddie Mac.

Fannie Mae and Freddie Mac have recouped tens of billions of dollars in penalties from lenders in recent years over claims that the lenders made underwriting mistakes on loans they sold to the mortgage giants.

However, Lenders have blamed those penalties for tight credit conditions and for prompting them to make loans only to borrowers with near-pristine credit.

We hope these initiatives will have a meaningful impact on the mortgage market, and we can see positive changes in the direction of the mortgages industry after years of tightening credit issues.

Next Tuesday will see the existing home sales report for September, on Thursday the FHFA purchase-only house price index for August, and Friday the new home sales report.

Fannie Mae sets new rates effective October 14

Fannie Mae is set to raise the benchmark interest rate for its Standard Modification program. Fannie Mae will raise its required interest rate for standard modifications from 4.375% to 4.5%.  The rate was lowered from 4.5% to 4.375% on Sept. 15, but will now rise again in one week. Fannie Mae announced the change on Tuesday in an email sent to its servicers.

When the program began in Jan. 2012, Fannie’s benchmark interest rate was 4.625%. Fannie lowered the interest rate to 4.25% in Sept. 2012, before dropping it to 4% on Dec. 1, 2012.

“Fannie Mae Standard Modification interest rate is not determined on a preset schedule,” Fannie said in the note to its servicers. “The interest rate is subject to periodic adjustments based on an evaluation of prevailing market conditions.”

Fannie also noted that any loan modification requests that were approved at the previous rate are not eligible to be resubmitted for approval under the new modification rule

80,000 Foreclosures prevented!

The Federal Housing Finance Agency (FHFA) indicated in its report on foreclosure prevention  for Q2 2014 released on September 24, that Fannie Mae and Freddie Mac  prevented nearly 80,000 foreclosures nationwide in the second quarter, raising the total number of foreclosures prevented since the start of the conservatorship in September 2008 to 3.3 million.

fThe measures taken by the two GSEs to prevent foreclosures have helped about 2.7 million borrowers remain in their homes in the last six years, with approximately 1.7 million of those borrowers receiving permanent loan modifications. The number of foreclosures prevented is down 10 percent from Q1, when GSE measures stopped almost 89,000 foreclosures.

FHFA reports as well that about 37 percent of those who received permanent loan modifications were able to reduce their monthly payments by more than 30 percent in second quarter.

En un esfuerzo para llegar a más propietarios elegibles para el Programa de Refinanciación Asequible –HARP, la Agencia Federal de Financiamiento de la Vivienda (FHFA) patrocina su tercer evento de HARP en Octubre 2014.

fhfaEl objetivo es correr la voz acerca de HARP a los prestatarios que continúan actualmente con  sus balances  por debajo del valor de sus propiedades.

Los prestatarios elegibles para un préstamo de HARP tienen que cumplir los siguientes requisitos:

  • Su préstamo debe ser propiedad o garantizado por Fannie Mae o Freddie Mac;
  • El préstamo debe haber sido originado en o antes del 21 de Mayo de 2009;
  • La proporción de la Deuda/Valor debe ser mayor del 80 por ciento;
  • Prestatarios deben estar al corriente en los pagos de su hipoteca.

Hasta Junio del 2014,  3,1 millones de propietarios han financiado a través de HARP desde que fue introducido por FHFA y el Departamento del Tesoro en el 2009 como parte del Programa Making Home Affordable.
